Chapter I Tender Notice
因国核压水堆示范工程仪表控制系统建设的需要，略，邀请有意向的投标人前来报名。
As required by construction of the instrumentation control system for the demonstration project of pressurized water reactor of State Nuclear, State Nuclear Power Automation System Engineering Company is hereby to launch a domestic open tender for the following goods to invite the interested Tenderers to sign up.
1、招标采购需求：1E级压力和差压变送器，采购数量为两台机组的数量。
Demand of the procurement tender: Class 1E Pressure and Differential Pressure Transmitter; the order size is subject to the demand of two unit.
2.、略，略人提供初步技术规范书，投标人递交不带报价的技术文件，略人将完善技术规范书（如需要），略文件，投标人递交完整的带报价的投标文件。
This project will be divided into two phases of tendering: in Phase I, the Tenderee will provide the preliminary technical specifications while the Tenderers should submit the technical documents with no quotation attached; in Phase II, the Tenderee will improve the technical specifications (if necessary) and provide the complete Tender Documents while the Tenderers should submit the complete bidding documents with the quotation attached.
3、招标文件的购买
Purchase of the Tender Documents
时间：即日起至 2017 年 12月15 日（工作时间内）；
Time: from now on until December 15, 2017 (during working hours);
招标文件售价：人民币 2000 元，只接受电汇购买，售后不退。
Price of the Tender Documents: RMB 2,000; only payment by wire transfer is accepted (non-refundable).
略文件时需提供：投标人及投标产品制造商共同签署的承诺函、保密承诺函、廉洁承诺函（格式由招标人提供）。
When signing up for purchasing the Tender Documents, the Tenderers should provide: the letter for assurance, commitment letter on confidentiality, and commitment letter on honesty (with the formats provided by the Tenderee) that are jointly signed by the Tenderer and the tendered product manufacturer.
对不在招标人合格供应商名录中的拟报名投标人及投标产品供应商，略供方评审，评审合格后才能报名。
For the Tenderers and the tendered product suppliers who are not in the list of qualified suppliers of the Tenderee but intend to sign up, a supplier evaluation will be carried out: only after being evaluated as qualified can they sign up.
有意向的投标人参加本项目，需在第一阶段完成报名。
To participate in this Project, any Tenderer should complete the signing-up in Phase I.

Deadline for submission of the Technical Documents for Bidding in Phase I: at 9:00 a.m. on February 28, 2018, Beijing Time.
文件递交地点：略区江川东路 428 号国核略研发楼 2103 会议室。
Address for submission: Meeting Room 2103, R&D Building, State Nuclear Power Automation System Engineering Company, No.428 East Jiangchuan Road, Minhang District, Shanghai.
投标人需持授权委托书递交投标技术文件。投标文件以中文书写，原文为其他语言的资料应提供翻译件，在解释投标文件时以翻译件为准。
The Tenderer should submit the Technical Documents for Bidding upon a letter of authorization. The Bidding Documents should be made in Chinese; where any data submitted are made in other languages, the corresponding translation into Chinese should be provided and, when the Bidding Documents are interpreted, such translation shall prevail.
