CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Oil & Petrochemicals Co., Ltd.  (hereinafter referred to as “Tenderee” or “the Purchaser”), intends to purchase the Commodities and the relevant services required under the project of CNOOC HUIZHOU REFINING & PETROCHEMICALS PROJECT PHASE II with this Invitation for Bids (hereinafter referred to as “IFB”) by International Competitive Bidding. The Bidders are kindly requested to provide the following Commodities and services with sealed bids.

2. 对投标人的资质/业绩要求：

Requirement for Bidder’s qualification and reference:

2.1  在 * 日到 * 日期间，投标人在中国境内应至少有用于炼油、石油化工或水质环保类项目的与本次投标相同制造商生产的离子色谱仪的2个项目的销售业绩。

The bidder must have at least two projects sales reference of the Ion Chromatograph, made by the Manufacturer of the goods quoted in the bid, applied in Petroleum Refining Projects, Petrochemicals Projects or water quality protection projects from Jan.1st, 2006 to Dec. 31st, 2015.

2.2  如果投标货物不是投标人自己制造的，投标人应提供：

投标货物制造商同意其在本次投标中提供该货物的正式授权书原件（见格式IV-9-4）；

If the goods proposed in the Bid is not made by the bidder, the bidder must provide:

Original of the Letter of Authority from Manufacturer towards the bid (referred to Format IV-9-4)

The interested and qualified Bidders may obtain the bidding document by following method: through CNOOC Procurement Operation System（https:/ *** ）on the page of Invitation for bid for purchasing Bidding Document (electronic edition) starting from Sept. 2nd, 2016 to Sept. 9th, 2016 (Beijing time) upon non-refundable payment of RMB 2000.00 or USD 350.00.

For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of Bidding Documents, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to meeting room 4th floor, Haiyou Building, 6# xiaojie, Dongzhimenwai, Dongcheng District, Beijing at or before 10:00 am (Beijing Time) on Sept 23rd, 2016. Any bid beyond the required time and date shall be subject for rejection.
