我司近期拟采购一批进口煤，有意供应的单位可发报价至指定邮箱，具体要求如下：
Guangdong Power Industry Fuel Co., Ltd (hereinafter referred to as Fuel Company)is intending to purchase shipments of imported coal, if you have any interest, please send your Price Proposal:

1.报价截止时间： (略) 时间 * 日上午09:00。
Deadline for offering: 09:00 a.m.on 31st ,August, 2016, Beijing time.

2.报价接收邮箱： * dyd.com
Designated Mailbox： * dyd.com
报价必须发送至指定邮箱，否则可能被视为无效报价。
Price proposal must be sent to the Designated Mailbox above, or they should be regarded as invalid.

3. 需求煤种和数量交货期：

4. 交货方式和报价要求：
Delivery Terms and requirement of offering：
4.1 报价时， (略) 报价格对应的热值(收到基低位)和硫份(空干基)，热值精确到100
千卡/千克，硫份精确到0.1%。
Please specify the NCV(arb) and TS (adb) in the Price Proposal, NCV should be accurate to 100 Kcal/Kg(NAR), TS should be accurate to 0.1%.
4.2 交货方式为离岸交货(FOB)交货、到岸完税（DDP）交货。
Delivery Term：Free On Board (FOB)loading port, or Delivered Duty Paid(DDP) discharging Port.
4.3 装运港离岸平仓(FOB)的报价币种为美元,精确到小数点后一位；卸货港到岸完税(DDP)的报价币种为人民币,以整数报价，精确到个位。
For Free On Board Loading Port (FOB)quotation，the Price Proposal shall be submitted on the basis of US dollar(USD), accurating to one decimal place; For Delivered Duty Paid Discharging Port(DDP) quotation，The Price Proposal shall be submitted on the basis of RMB（Yuan）,rounding to one(1) Yuan per Metric Ton.
4.4 报价船数可以为1船或多船。
The number of shipment(s) could be 1 or more.
4.5 请将灰熔点连同其他煤质指标附在报价单文件后面。
Please specify the AFT index with other parameters in the attaching Price Proposal.

(略) 含的γ-射线、外来杂质或微量元素，均应符合中国政府的相关规定。中国海关的判定将作为货物可否可被接受的最终依据。因所供应煤炭不符合海关有 (略) 有损失(包括但不限于运费、滞期费、转运、退运等)，由供应商承担。
The coal offered by the Suppliers contains γ-ray, foreign inclusion and trace elements, etc, shall comply with the relevant provisions of the Chinese government. The quality testing result by Entry-Exit Inspection and Quarantine of the People’s Republic of China (CIQ China) at discharging port is to be binding to determine whether to accept/reject the cargo finally. If not acceptable, the incurred costs, including but not limited to freight and demurrage, transshipment, returning freight, shall be borne by the Supplier.

6. 付款方式、质量确定、价格调整等参照合同版本。俄罗斯煤FOB报价请参考印尼煤FOB版本，若燃料公司同意采购，签订合同时，将在印尼煤FOB合同版本上，做必要修改。
Terms of Payment，Quality Determination，Price Adjustment，etc. are referred to the Contract Version. Price Proposal of Russian Coal, please refer to attached ‘Contract Version(FOB)’ for Indonesian Coal, if Fuel Company agrees to accept the Price in the quotation, Clauses will be adjusted necessarily and logically.

7. 注意事项
Attention：
7.1 如有需要，燃料公司将要求报价者提供资质资料或供应记录，或其它文件，报价者应积极、及时提供，否则，报价视作无效。
Fuel Company may ask the Supplier to provide Qualifications, business records, or any other documents, the Supplier should submit them in time, or the Price Proposal will be considered as ineffective. 
7.2 若报价被接受， (略) 签订合同，或燃料公司要求的情况下，报价者需要提供履约保函。
If the Price Proposal is accepted, the Supplier who sign the contract with Fuel Company for the first time, or required by Fuel Company, the supplier need to provide Performance Guarantee. 
7.3本公告与 (略) ，以本公告内容为准。
In case of any conflicts between this Procurement Notice and relevant
Attachments, content in this Procurement Notice shall prevail
7.4本公告中 (略) ，以中文为准。
In case of any conflicts between the Chinese and English in this Document, the Chinese interpretation shall prevail
