3.Only eligible bidders with the following key qualifications shouldparticipate in thisbidding:

（1）Biddersshould have independent legal personality and need to submit a copyof the registration documents of the country where they are located.

（2）Thebidder or its parent company shall continue to operate and conductbusiness for no less than * years.

（3）Theimport goods under the contract (the origin of the whole equipment isoutside the People’s Republic of China) is not less than * %.

（4）FinancialCriteria:

-The bidder or its parent company has a positive pre-tax profit in thelast 3 years ( * -present), and the average annual turnover is notless than * million yuan or its equivalent in other currencies;

-The bidder or its parent company should have a credit line of no lessthan RMB * million or equivalent in other currencies at the bankwhere it opened, and submit a copy of the credit certificate(including credit amount, date, related parties and signature page);

-The bidder or its parent company must provide a bank creditcertificate issued by a well-known bank within 3 months before thebid opening, and must provide the audited financial statements( *** ) of the past 3 years.

（5）ExperienceCriteria:

TheBidder should have long-term international trade experience,integrating capability in similar medical equipment procurementprojects by using foreign loan experience as following:

-Thebidder or its parent company should have relevant experience offoreign loans, completion of one similar foreign loan hospitalmedical equipment procurement project within the last 5 years (from * until present) in China with a total value of not less than CNY * million or equivalent in other currencies, a copy of the contract(including contract name, contract number, date, contract parties andsignature pages) and acceptance certificate are required. Thestatistical time is subject to the date of signing the contract orthe date of issuance of the acceptance certificate;

-Financial and technical capability necessary to perform the con *** nt certified document evidence shall be provided.

-Bidders should have the International Standard Organization (ISO) * quality system certification.

-The domestic bidder should provide Medical Equipment Operating Permitand Qualification Certificate of Import Enterprise or RecordRegistration Form for a Foreign Trade Operator issued by the relevantmanagement authority.

（6）PendingLitigation：

Allpending claims, arbitration, and litigation against the bidders shallbe treated as resolved against them, and shall not be represent intotal of more than * percent of their Net Worth. The Bidder’sNet Worth will be calculated as the difference between its totalassets and its total liabilities.
