Brief Specification Description: In order to further standardize the management of construction waste and renovation waste residue in Wanxiang Town, and to accelerate the promotion of an collection, sorting, and disposal system, we will entrust a qualified operating unit to manage the daily operations of the town"s construction waste and renovation waste transfer station in Jinlu Village, Shuyuan Road, according to the spirit of documents such as the "Notice on Further Strengthening the Management of Renovation Waste and Disposal in Pudong New Area" from the Pudong New Area Greening and City Appearance Administration.

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China";
(b)落实政府采购政策需满足的资格要求：1）扶持中小企业政策：本项目专门面向中小企业采购，评审时小型和微型企业不享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；3）本项目不接受进口产品；
(b)Qualification requirements to be met to implement government procurement policies: Support policies for small and medium-sized enterprises: This project is specifically open to small and medium-sized enterprises, and small and micro enterprises do not enjoy 10% price discount during the evaluation. (2) Support welfare units for the disabled and treat them as small and micro enterprises; (3) This does not accept imported products.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（4）本项目不允许转包。承接主体不得将服务项目转包给其他主体。
（5）符合《关于对接国际高标准经贸规则推进 (略) 政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
(c)Specific qualification requirements for this program: (3) Must be a legal person or non-legal person organization established in accordance with the law within the territory of our country (this does not accept branches participating in procurement activities under their own names); (4) Subcontracting is not allowed for this project. The service provider shall not subcontract service project to other entities. (5) Suppliers who comply with Article 17 of the "Guiding Opinions on Connecting with International High Standards for Economic Trade Rules and Promoting Reform of Government Procurement in Pilot Areas" (Hu Cai Cai [2024] No. 12) not participate in the procurement activities of this project.
