Brief specification description or basic overview of the project: This project intends to select a qualified supplier through an open way to complete the monitoring of business changes within the land inspection management unit. The main work contents are as follows: With the land inspection management unit as the basic monitoring object and cultivated land as the monitoring focus, the intelligent monitoring technology of remote sensing images based on high frequency and full coverage of high-resolution satellite remote sensing images is adopted to realize efficient and targeted monitoring of the status quo and changes of cultivated land in the region. By providing a full range of data and technical support to help improve the efficiency of land management. (For details, see Chapter 3 Purchase Requirements)
合同履约期限：自合同签订之日起至2025年12月31日前完成。

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣；（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Support for small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises procurement, small and micro enterprise products enjoy 10% price discount at the time of review; (2) welfare units for the disabled, and regard them as small and micro enterprises.
(c)本项目的特定资格要求：1、未被“信用中国”（http://**.cn）、中国 (略) （http://**.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须具备自然资源主管部门依法颁发的《测绘资质证书》，资质等级须为*级及其以上，业务范围包括摄影测量与遥感等专业；
3、须系我国境内依法设立的法人或非法人组织；
4、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. Not included in Credit China (http://**.cn) and China Government Procurement website (http://**.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; 2. Must have the Surveying and Mapping Qualification Certificate issued by the competent department of natural resources according to law, the qualification level must be B or above, and the business scope includes photogrammetry and remote sensing; (3) It must be a legal person or an unincorporated organization legally established in China; 4. Subcontracting is not allowed for this project.
