简要规则描述：南汇新城镇司法所拟购买人民调解服务，开展矛盾纠纷排查、化解工作。服务内容包括“三所联动”的纠纷化解；调解工作站的日常事务、法律服务窗口接待；接受群众来电、来访和法律咨询；司法 110 警调联动的接单、反馈工作；区域内的家庭邻里纠纷、经济合同纠纷、两个委托等调解工作。服务范围 (略) 57个居村(筹备组)、3个 (略) 、驻派出所调解工作室、综治窗口。具体项目内容、采购范围及所应达到的具体要求，以磋商文件相应规定为准。
Brief Specification Description: Nanhui Xincheng Town Judicial Office plans to purchase people"s mediation services to carry out conflict and dispute investigation and resolution work. The service content includes dispute resolution through the linkage of the three institutions; Daily affairs of the mediation workstation and reception at the legal service window; Accept calls, visits, and legal consultations from the public; The reception and feedback work of the judicial 110 police investigation linkage; Mediation work for family and neighborhood disputes, economic contract disputes, and two commissions within the region. The service scope includes 57 residential villages (preparatory groups) in the jurisdiction, 3 Dalin communities, mediation studios stationed at police stations, and comprehensive management windows. The specific project content, procurement scope, and specific requirements to be met shall be subject to the corresponding provisions in the negotiation document.
合同履约期限：1年。自2025年1月1日至2025年12月31日。

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。

(c)本项目的特定资格要求：（1）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司已自己名义参加采购活动）
（2）符合《关于对接国际高标准经贸规则推进 (略) 政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（3）本项目非专门面向中小企业采购。
(c)Specific qualification requirements for this program: (1) Suppliers who meet the requirements of Article 17 of the "Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules" (Hu Cai Cai [2024] No. 12) must be legal entities or non legal organizations established within the territory of China in accordance with the law (the branch of this project (not accepted) has already participated in procurement activities in its own name), and are not allowed to participate in the procurement activities of this project. (3) This project is not specifically aimed at procurement for small and medium-sized enterprises.
