1. 招标产品的名称、数量、技术规格、资金来源：

微米三维立体图像显微镜 1台/套

技术规格：微米三维立体图像显微镜主要用于材料进行整体三维观察及不同密度组分材料、缺陷分布及定量分析，可以对包括高原子序数和低原子序数在内的各种材料都能获得高衬度图像。

资金来源：国拨资金

2. 交货地点：招标人项目现场

交货时间：合同签字生效后6个月内，按招标人要求发货至指定位置，仪 (略) 在地，在接到用户通知后一周内进行安装调试，1个月内完成安装、调试。

3. 资质要求：

*①投标人应提供有效的营业执照或营业登记证明文件复印件；

*②境内投标人应提供有效的银行基本账户开户许可证或基本账户信息证明文件复印件。

*③投标人及投标人授权代表及投标人法人代表应无行贿犯罪记录，并提供“无行贿犯罪记录声明”，格式见附件，签字加盖公章。

*④投标人或制造 (略) 投标设备近3年（2019年1月1日至今）的销售业绩，并提供业绩清单（清单中应写明产品的名称、合同签订年份、用户名称），并同时在投标文件中提供投标人或制造商近3年不少于三份本项目类似的合同复印件或中标通知书。

*⑤投标人应提供其基本账户的开户银行在开标日前3个月内开具的资信证明的原件或复印件（ (略) 致单位不限于招标人及招标机构；如资信证明文件中标明“复印无效”的，应提供资信证明原件，招标机构保留开标当天审核原件的权利）。

⑥其他非关键性资质要求：根据《放射性同位素与射线装置安全和防护条例》第二章第五条规定：生产、销售、使用放射性同位素和射线装置的单位，应当依照本章规定取得许可证。投标人应 (略) 门 (略) 门颁发的有效的《辐射安全销售许可证》。

Entrusted by Hubei Aerospace Chemical Technology Institute (hereinafter referred to as the "Tenderer"), Sinochem Commercial Co., LTD. (hereinafter referred to as the "Tendering Institution") invites potential bidders who are interested to submit sealed bids for the following goods and related services of micrometer 3D image microscopes:

1. Name, quantity, technical specifications and source of funds of the products to be offered for bidding:

Micron 3D image microscope 1 / set

Micrometer 3D image microscope is mainly used for overall 3d observation of materials and distribution and quantitative analysis of materials and defects of different density components. It can obtain high contrast images for all kinds of materials including high subordinal number and low atomic number.

2. Delivery place: the tenderee"s project site

Delivery time: within 6 months after signing the contract, the equipment shall be delivered to the designated location as required by the tenderee, and the equipment shall be installed and debutted within one week after receiving the notice from the user, and the installation and debugging shall be completed within 1 month.

3. Qualification Requirements:

*① The bidder shall provide a copy of valid business license or business registration certificate;

*② The domestic bidder shall provide a copy of valid bank basic account opening license or basic account information proof document.

*③ The bidder, the authorized representative of the bidder and the legal representative of the bidder shall have no criminal record of bribery, and provide the "Statement of no criminal record of bribery", the format is in the attachment, signature and official seal.

* (4) a bidder or manufacturers have the bidding equipment for nearly three years (since January 1, 2019) sales, and provide performance list (list shall specify the name of the product, the contract signing date, user name), and at the same time provide bidders in the bidding documents or manufacturer for nearly three years of not less than three similar copy of the contract or letter of acceptance of the project.

*⑤ The bidder shall provide the original or copy of the credit certificate issued by the bank of his/her basic account within 3 months prior to the date of bid opening (the entity caused by the credit certificate is not limited to the tenderee and tendering agency; If "copy invalid" is indicated in the credit certificate, the original of the credit certificate shall be provided, and the tendering institution reserves the right to examine and verify the original on the day of bid opening.

(6) Other non-critical qualification requirements: according to the regulations on the Safety and Protection of Radioactive isotopes and Radiation Devices, chapter 2, Chapter 5, units that produce, sell and use radioactive isotopes and radiation devices shall obtain licenses in accordance with the provisions of this Chapter. Bidders shall have valid Radiation Safety Sales License issued by environmental protection department or administrative examination and approval department.

The bidding documents are sold at RMB1,000 or US $160 each and are non-refundable after sale. For bidding documents ordered by mail, an additional handling fee (including postage) of RMB 100 or US $20 is required.
