1.1 服务名称：
宽体客机ETOPS设计与取证风险预防研究
1.2 技术要求：
1）项目内容
招标人 (略) 和技术 (略) 的方式，解决ETOPS顶层设计要求、ETOPS验证规划、ETOPS安全性评估、ETOPS审定计划等方面的若干问题。包括：
a) 提供项目实施方案报告（第一阶段）；
b) 宽体客机采用早期ETO (略) 验证的设计因素报告（第一阶段）；
c) 完善宽体客机ETOPS安全性 (略) 需公共数据（第一阶段）；
d) 提供宽体客机ETOPS重要系统确定与应用的技术支持（第二阶段）；
e) 帮助完善ETOPS审定计划（第三阶段）。
2）人员配置：
（1） (略) 文件技术规格书要求提供ETOPS设计需求、ETOPS安全性评估、ETOPS审定规划领域的三位专家（每个领域一位），完成上述技术要求中规定的工作内容。
（2）专家资质要求： 具有10年以上上述相关领域的工作经验。

1.3 主要资格和业绩条件
1）本项目不接受联合体投标。投标人必须是服务商，否则投标将被否决。
2）境内投标人提供：有效的营业执照复印件、组织机构代码证、税务登记证复印件或“三证合一” (略) 会信用代码的营业执照复印件或事业单位法人证书复印件；
境外投标人提供：其商业登记/商业证明；
3）投标人的注册资金或净资产不少于人民币500万元或其他等额外币；
4）投标人必须提供其有效期内的ISO9001质量管理体系认证证明或AS9100认证证书复印件；
5）投标人须具有良好的营业财务状况，充足的资金保证，并提供其近三年（2013年-2015年）经审计的年度财务报表复印件；
6）投标人须提供其重大涉诉情况说明；
7）投标人针对本项目配备的专家应具有10年以上的航空领域专业工作经验，熟悉相关系统，对ETOPS设计与取证有深入的了解，并须提交项目人员配备情况表与项目人员简历表；

SINOCHEM International Tendering Co., Ltd., entrusted by the Buyer Shanghai Aircraft Design and Research Institute, hereby carries out International Competitive Bidding for the supply of the following goods and related services, and now invites eligible bidders to attend the bidding.
1. Name and technical parameters of the bidding Service, Requirements of qualification and sales achievements by the tender:
1.1 Name of the bidding Service:
Risk Prevention Research on ETOPS design and validation methods for Wide Body Commercial Aircrafts
1.2 Technical parameters and requirements:
1）Project Mission
Tenderee needs to settles several puzzles in the aspects of ETOPS top design requirements, ETOPS validation plan, ETOPS safety assessment and ETOPS certification plan by technical consultation and technical cooperation with party B.
a) To provide project implementation schedule;
b) To provide the design consideration aspects for the Wide Body Commercial Aircraft when Early ETOPS method is used for validation;
c) To improve the ETOPS Functional Hazard Assessment/ System Safety Assessment general rules and required common data;
d) To support to identify ETOPS significant systems and guide these systems’ design and certification;
e) To improve the ETOPS certification plan.
2）Project Personnel
（1）The bidder shall provide 3 experts for ETOPS Design, ETOPS Safety Assessment, ETOPS certification plan, one expert for each field to complete the working contents regulated in the technical specification.
（2） Qualification requirement for the Expert: have 10 years working experience in the related field.
（3） Expert will provide training for Tenderee’s technical personnel with the training contents of ETOPS safety assessment, training place in Shanghai, period of 2 days.
（4） Except the Consulting and Training cost, all the other cost shall be covered by the Bidder, including but not limited to Travel Expenses, Accommodation, transportation etc.
（5） Expert shall come to Tenderee’s project site for technical communication for 2 times, each time for 2 days.
Others technical parameters and requirements could refer to the bidding documents.
1.3 Requirements of qualification and sales achievements:
1） Joint bidding is not accepted in the tendering. The bidder shall be the Service Provider, otherwise, its bid will be rejected.
2） Bidder inside the Customs area shall provide: the duplicates of its valid Business License, Organization Code Certificate, Tax Registration Certificate or the duplicate of its Business License that integrates the above-mentioned three certificates with the unified social credit code or the duplicate of Legal Person’s Registration of Institutions.
Bidder outside the Customs are shall provide: Business Registration/Business Certificate;
3） Bidder shall be independent legal entity with the registered capital or net asset of no less than 5 million RMB or equivalent in foreign currency;
4） Bidder shall provide its ISO9001 or AS9100 Quality System Certification within valid period.
5） Bidder shall have excellent financial performance and abundant capital and shall provide the duplicate of financial auditing report within the recent three years from 2013 to 2015.
6） Bidder shall provide its Major Litigation Report.
7） The expert for this project shall have 10 years experience in aviation field, be familiar with the related systems and have further understanding on ETOPS design and validation methods. The bidder shall provide Project Personnel Table and Project Personnel CV.
8） The bidder shall provide its performance list of similar projects and shall provide 1 copy of Contract that is similar to the tendering project within recent 5 years from 2012 to 2016.
9）The bidder shall provide original copy or copy of bank reference letter within 3 months before the date of bid opening, issued by the bank where the bidder opens its basic account, otherwise the bid will be rejected.
All the original of certification documents mentioned above shall be prepared for verification.
Others qualification requirements could refer to the bidding documents.

3. Form of bidding: international competitive bidding
4. Price of Bidding Document: RMB 1000 or USD 160 for one complete set of package. Bidding Document is non-refundable (if mail orders, with additional RMB 100 or USD 16).
5. Time for obtaining Bidding Documents: 9:00~16:00 (Beijing Time) every day (excl. holidays) hereafter from February 9th, 2017 to February 16h, 2017.

7. If a bidder is found to have any behavior such as false response to bidding and some other fraudulent means for winning the bidding, the bidder’s deposit will not be refunded.
